Can the PTS server be used to test max level builds?

Note: The PTS forums are pretty much dead (http://forums.elderscrollsonline.com/en/categories/pts) so I posted here in hopes to actually get an answer sooner rather than a week from now.
In I'm not mistaken, on the PTS server, you can create a new character with max VR14 level right off the bat. Is there anything wrong with doing this various times to test out some builds I have in mind, then delete bad builds and try out more?
Even if it's alright by ZoS's rules, is there anything I'm over looking that would cause a fundamental problem with this theory?

Gear builds are entirely out of the question.I play every class in every situation. I love them all.0
