If I had to guess: it would be because of the Justice System. Allowing players to run around murdering children might be a little too much for the developers.

Also, I think the writers got bored writing these descriptions.
There should be kids in TES games and ESO, they just need to not be obnoxious like the ones in Skyrim. You know "children should be seen, not heard". Basically only there to make the world feel a bit more real. In Skyrim it's like the devs wanted to taunt us with the fact that you could not attack children by making you WANT to attack them with such lines as "oh great, another wanderer here to lick my father's boots... good job" Shut up punk, I'm downloading a mod right now so I can make you a colorful smear on the ground, then you'll be sorry you said that....

As someone who works with kids on a daily basis, having a snot nose brat who mouths off to you is just par for the course in reality. Not being able to do anything about simply because this is a game should be fine ( mean guards mock you all the time, is it really that bad kids could too? )
Also, I think that sneak attacking a child should allow you "knock them out" without killing them. Making them a playable element without being too violent but still participating in the justice system by not being an immovable watch dog. Heck, I think all essential NPCs should be knock out able under the right circumstances (except maybe shop keepers and quest givers).
OT: But uh, yeah it's kinda sad there aren't any kids in the game at all. I think on one of the ESO live shows they may have hinted that it has something to do with the soulburst not allowing new souls to journey to Mundus, ergo no new life can be born on Tamriel unless you're Argonian (since technically Argonians may not be born with souls and they could be gifted to them as part of the "hist licking" naming/sex assignment ceremony).
According to any lore I found, the soulburst was four years before ESO game time. So... nope.The whole SoulBurst thing would make the most sense canonically. Also, it wouldn't be a part of every day discussion because it had to have happened 20 years ago.

Hermaeus Mora is the prince over Knowledge and Fate and I have been wondering how this could fit into the lore of ESO. Is it possible what we are experiencing isn't actually happening? That ESO is somehow just a memory of some sort?
