I know why it happens. I know what purpose it serves. I am asking a very specific question about the MRL behavior/enforcement itself:
For example, many IRC networks have a message rate limit of 10 messages within X seconds, and then enforce no more than 2 messages every 2 seconds until the user stops spamming. Once the user stops spamming for X seconds, the MRL resets.
What are the rules for ESO;s message rate limiting.
I am an add-on author and simply want to Play Nice(tm) with ESO.
