now i have no gold, my gear is broken, and i have no way of playing one character to get to where i can *** pay a bounty i did NOTHING to get.

the character in question is a 100% good, never steals never attacks and has everything possible set to off.

FIX THIS ZOS.

    That or you accidentally clicked on a world item because another NPC moved suddenly.

    Go into your settings and make sure that you do not auto loot anything and ensure that you turn off attacking innocents.

    In other threads I've argued that, because lowbies are the ones most likely to need to use heals in any of the combat that happens in quests in towns, and because they are the most likely to have no clue what happens if they accidentally heal a criminal, and because they're the most likely to just quit playing the game if this is one of their first experiences, the system should be changed so that this doesn't happen. There were a bunch of discussions about it when the justice system was still new on PTS, and hadn't made it onto the live server yet. Unfortunately, no changes were made.

    I think that either the "don't attack innocents" toggle should also prevent you from healing/buffing criminals, or there should be a separate toggle that prevents it, and it should be set to not heal/buff them by default.

    In certain situations it's rather easy to turn criminal by mistake.

    Last weekend I was doing a drinking game quest in the Rift where you have to eat from a feast table inbetween drinks (Crazy Nords). The table was covered with individual 'steal' food items and I'm sure I picked up 3 or 4 inadvertently in the process of activating the table. If the NPC hadn't said anything I would not have been aware of it.

    Since the quest is timed, I'm sure having to cancel every inadvertent food pick-up would have caused me to fail the drinking contest.

    Not sure how I feel about being tricked into a criminal lifestyle that way, but I completely understand OP's frustration.

    if me healing in a previous zone somehow got me a bounty before or after i ported.......

    im doing testing on my templar, i have to be able to cast in towns without fear of random attack from guards...

    and without fear that doing those heals in a abandoned zone, then changing zones somehow will get me on the wrong side of the law..

    i have disabled everything i can. me *** walking around a lowbie zone does now = criminal Action.

    It does suck.

    Lol, I know the quest your talking about. There's stuff stacked all over the plater your supposed to use. Easier to avoid accidentally picking anything up by going into first person.

    Anyway, I know this is going to sound crazy. I can't prove it, nor have I ever had it happen again but I swear there was one time I was attacked randomly and completely without provocation by one of the guards when I entered the Windhelm mage's guild. No bounty or anything, I had just paid it off before heading there. The minute I walked in the door they were on me like stink on a monkey.

    How do you have zero gold? Nothing in the bank or on an alt? If that's really the case you can always just go kill some stuff outside of town to make a few bucks. Not sure what the big deal is here.

    This police brutality must stop! ZOS should implement option to buy pardon for crowns; depraved (but filthy rich) player would walk into a temple, pay hefty sum (proportional to severity of mischief), in crowns, to priest of Stendarr and his transgressions would be forgotten. Like in the old days when the church used to sell indulgences.

    most of it was in the bank at that point in time, the specific character had just spent all but 7 gold before that random as *** 694 gold bounty.

    had to change zones to one where i could easily get to the stupid thieves den to pull gold and pay a bounty that i did nothing to acquire..

    IE 1k damage total if you count the damage to my gear for literally nothing.

    totally thats what i was doing, i was totally healing some *** *** who was doing *** *** stuff INTENTIALLY while walking around town minding my own buisness.

    Most likely cause are spells/abilities with heal or damage side effect... I remember nightblades used to use their "...path" skill to run faster from crafting station to bank, with the justice system stuff like that is now a felony as soon as some hapless NPC walks over the area... same with several other abilities... or is you test out your healing spell and aid some stone cold mass murderer... might even work with casting "rapid manouvre" on some criminal, dunno about that one...

    Inadvertedly clicking on something stealable is also a possibility, though I would expect that to not get you to KoS right away...

    In any case, *** happens. Pay the fine, or wait it out (remember, cyrodil has no law, and is available to go to from level 10 upwards - while also providing opportunities to earn back that gold you lost...)

    This often happens when you're healing a person engaged in fight with the guard - intentionally or not. Ever heard of complicity? ;)

    im doing testing on my templar, i have to be able to cast in towns without fear of random attack from guards...

    Why do you have to? What need is there to cast in towns? Stop doing that and your problem is solved (and many like me will be grateful because we're sick of running along and getting our weapons unsheathed, or walking slowly and suddenly getting speed-buffed).

    There is combat in towns that's unrelated to the justice system, you know. There are multiple quests in all 3 alliances where you have to fight someone in a town. Heck, in some towns you can end up fighting mobs that are entirely unrelated to any quests (I'm looking at you Stormhold, with your crocodiles lurking and ready to attack the unwary).

    So you were totally minding your own business by casting healing spells at random strangers in town, and one of them went on a crime spree.

    Yeah if you don't want bounties don't do that. I'd say that feature is working as designed.

    But it is reason enough. Aiding a criminal, intentional or not, is a criminal act in itself.

    I recall recently rebinding my interrupt to a key, rather than the double mouse button maneuver. I was innocently strolling through a town, and I thought it was a good opportunity to practice the interrupt with this new key.
    Of course, I was nailed by a guard because I accidentally bashed him as he strolled by. :D

    Yep, reminds me what happened on first day of justice system.. My character (who is very law abiding) was passing through such an area when she saw a player fighting a croc. The player was not doing well at all so she decided to jump in and help. The croc was killed and to her surprise she was immediately labeled a murderer and here come the guards. Tried to make a run for the wayshrine but didnt make it :(
    Her last thoughts as the guards beat her down was 'Note to self- crocs are elevated to skyrim chicken status in these here parts'
    Had no clue about this, and was not happy that she now had a 'rap sheet' but what happened next I guess was her fault.. After resurrecting, she continued the way she had been going when this mess started, vowing never to confront a live croc again..but 'live' was the keyword here..passed by the corpse of the one she killed just laying there glowing and figured 'well that croc owes me something'..
    Guess you all can figure out whats coming next, though I didnt at the time.. loot the croc corpse, someone yells out 'How could you?!?' or something like that.. and here comes the guards again *sigh*
    Well this is how we learn I guess, and I was lucky the fines werent too expensive and she had the gold with her or it could have been much more difficult..
