That or you accidentally clicked on a world item because another NPC moved suddenly.
Go into your settings and make sure that you do not auto loot anything and ensure that you turn off attacking innocents.

In other threads I've argued that, because lowbies are the ones most likely to need to use heals in any of the combat that happens in quests in towns, and because they are the most likely to have no clue what happens if they accidentally heal a criminal, and because they're the most likely to just quit playing the game if this is one of their first experiences, the system should be changed so that this doesn't happen. There were a bunch of discussions about it when the justice system was still new on PTS, and hadn't made it onto the live server yet. Unfortunately, no changes were made.Hypertionb14_ESO wrote: »

In certain situations it's rather easy to turn criminal by mistake.
Last weekend I was doing a drinking game quest in the Rift where you have to eat from a feast table inbetween drinks (Crazy Nords). The table was covered with individual 'steal' food items and I'm sure I picked up 3 or 4 inadvertently in the process of activating the table. If the NPC hadn't said anything I would not have been aware of it.
Yes, I know. I can turn off auto-loot
Since the quest is timed, I'm sure having to cancel every inadvertent food pick-up would have caused me to fail the drinking contest.
Not sure how I feel about being tricked into a criminal lifestyle that way, but I completely understand OP's frustration.

How do you have zero gold? Nothing in the bank or on an alt? If that's really the case you can always just go kill some stuff outside of town to make a few bucks. Not sure what the big deal is here.

Most likely cause are spells/abilities with heal or damage side effect... I remember nightblades used to use their "...path" skill to run faster from crafting station to bank, with the justice system stuff like that is now a felony as soon as some hapless NPC walks over the area... same with several other abilities... or is you test out your healing spell and aid some stone cold mass murderer... might even work with casting "rapid manouvre" on some criminal, dunno about that one...Hypertionb14_ESO wrote: »

There is combat in towns that's unrelated to the justice system, you know. There are multiple quests in all 3 alliances where you have to fight someone in a town. Why do you have to? What need is there to cast in towns? Stop doing that and your problem is solved (and many like me will be grateful because we're sick of running along and getting our weapons unsheathed, or walking slowly and suddenly getting speed-buffed).

most of it was in the bank at that point in time, the specific character had just spent all but 7 gold before that random as *** 694 gold bounty.
had to change zones to one where i could easily get to the stupid thieves den to pull gold and pay a bounty that i did nothing to acquire..

totally thats what i was doing, i was totally healing some *** *** who was doing *** *** stuff INTENTIALLY while walking around town minding my own buisness.

+ 1 on this ..in town healing is annoying and is worthy of bounty for that alone imho
