Currently I have a character on every Faction, but due the fact there are only 5 Champaign I can no longer change my Champaign for any faction.

Have I missed something and you can just leave or was it intended that you would be stuck forever!!!!

The problem is you are not loyal to your faction.

You can just delete all your characters that aren't in the Daggerfall Covenant.

I'm not sure what the Daggerfall Covenant has to do with "Champaign" (hehe).

as you can't have Characters of more than one faction in a campaign, I'd always be a Loyal member of my faction for the campaign I'm in.
My concern is that if I decide I want to change Campaign then I can't. Also my currently lowbie is stuck in non veteran!

    Right now you can't.

You'll need to group all chacters of one faction into the same campaign, for both home and guest if they have one. Remeber, it goes guest first then home on top. You can't make a home campaign also a guest, it only works the other way.

Also moving can be expensive, so try to have a minimum of 30,000 AP on every character.

Also, worth noting that if you level up a non-vet while homed/guested in one of the non-vet campaigns they will become unassigned from all campaigns after hitting vr1. It's the only way to remove a character from a campaign that I know of.
