I'm currently leveling 6 different VR characters through Cadwell's zones, and I think it's fine as is at 1,000,000. At the rate I'm gaining XP, it seems like by the time I'm done all of the gold zones, my characters (none of whom were VR before the amount of XP/level was changed to 1,000,000) should all be VR12 without grinding. The it'll be on to Craglorn and doing a bunch of Cyrodiil PVE (or to new content if it's out by then). My highest level right now is VR7 maybe a third of the way through the last silver zone.

    What faction are you on?
All of them. My VR7 is DC and about a third of the way through Reaper's March (the final Silver zone for him - I expect him to hit VR8 about when I start on the Gold zones), my VR5 is AD and about halfway through Shadowfen (at this rate I expect him to hit VR8 about when he starts the Gold zones too). My other VR characters (1 is EP, 1 is DC, 2 are AD) are all VR1, and the EP character is about to hit VR2 after only finishing Stros M'Kai and Betnikh, while the others are about halfway to VR2 and just about to start the starter Silver zones.

Maybe its just my current activities then. I've been playing 2 vr1 on ep and a vr4 on ep but mostly doing 4 man dungeons and the progress is abysmally slow. Also doing craglorn on my vr14 ad trying to fins nirncrux...which is apparently non existamt these days...the cp hardly comes in there either ...but cp is not too bad, its the vr thats frustrating to me. And I'm not currently interested in doing questing (maybe imqill be again...idk).
See and the only one I've been doing 4 man dungeons on since hitting VR is my VR5 AD character. Basically I just explore, do all of the quests and delves, and most of the dolmens and world bosses, while killing just about all of the mobs that I come across. It's the same thing I did pre-VR on those characters, and it's the same thing I'm doing on my non-VR characters..

I'd say between 600-800k. I haven't ever gotten 1 character to V14 though because I spend too much time on alts (I have a full trove of them) AND, I like to do every little thing, explore on ALL characters etc. I am a completionist to be sure on each toon so that takes time. I also listen to every quest typically and don't rush through levels. Personally I also feel levels 1-50 are far too easy which makes the gap between those levels and the veteran ranks to be even more noticeable and difficult to grind through.

So are you just running the 4-man dungeons for your progression (obviously not talking about your VR14 in Craglorn here), or are you doing other stuff too? If you're pretty much only doing the dungeons, I could understand why you're not progressing quickly, as I believe (and someone can correct me if I'm wrong) that, exploits like the old mudcrab thing aside, the only time a 4-man dungeon really gives you the equivalent XP/hour to PVE questing is the first time you complete the dungeon with the quest, and when you re-do the same dungeon you'll end up earning less XP/hour. Also, if you're spending a significant amount of your in-game time trying to find people to form groups for the dungeons, that could play into your sense of slow progression too.

Yes at current I am doing almost exclusively 4-man dungeon content, I got to VR and now I am doing all the dungeons (to complete the quest and get the skill points, its first time through not even reduced exp from subsequent runs). Also I have done some PvP, butthats a know and expected pitiful exp route.

My current play has been quest 1-50, do 15 dungeons. I expect the slowdown at vr (from doing it before) but its been aweful this time arohnd. Last time I did quests 1-50, silver, gold.... So it could be that my comparison is a but off. If this is strictly a dungeons have sucky exp issue then ZoS News to fix that soon than later.

OK, so i definitely think that's where we're having such different experiences with leveling VR characters. Aside from unintended exploits (like the now-extinct crab grind) and the initial run when you complete the quest, I really don't think running dungeons gives you comparable XP to general PVE questing. I don't believe it is currently a particularly viable method of leveling.

As far as I'm concerned, all of the following should be viable methods of leveling (and by viable I don't mean that they should all earn exactly the same XP, but they should be in the same ballpark, and you should never feel that you're forced to do one of the other ones if you want to level at a decent pace):
    • Running dungeons/trials/raids
    • General PVE questing

ZOS have said they were looking at Vet dungeon XP.

I ran 3 dungeons the other night (2 of which were pledges) and got about 50k XP total.

However, the problem then becomes, who do they tune the XP to? The folks who do pledges every day and can clear a gold key in 20-30 minutes? Or the folks that are not that great and are going to spend 1.5-2 hours trying to get the dungeon done? Because the XP/hour is going to be wildly different for those two groups.

One way to tune the XP is to have a completion XP award for completing the dungeon, and have some sort of cooldown on the completion XP so that once you get the award once, you're on a 2 hour timer. While you're on that 2 hour cooldown timer you can maybe still get the completion XP again, but it will be a significantly reduced amount until the 2 hours is up and it resets.

So that way people who do pledges all the time and can clear the dungeon in 20-30 minutes will still be earning more XP in 2 hours than people who are inexperienced and take the full 2 hours to run through the vet dungeon, but not by an exponential amount.

@UrQuan Those are the bare minimum tasks that should all progress at a similar rate...I also think part of the problem is that ZoS doesn't make small changes. Like when they Nerf something its a full blown Nerf like 99% reduction....instead of a more gradual approach.

I like this idea a 2h "complete any level appropriate (+-5 levels) dungeon" quest that gives say 200k exp.

I like this idea a 2h "complete any level appropriate (+-5 levels) dungeon" quest that gives say 200k exp.
Oh yeah, making it only apply to level-appropriate dungeons would be vital to prevent the whole "party leader is level 10 for long enough to set the level of the enemies in the dungeon, then he logs off and logs on with his VR14 and everyone is VR14" thing. Otherwise it would be stupid easy XP for high levels.

The exp per vet level feels like it is in a good place for me. Just doing casual questing to get 1 cp a day and a hour or so of vet pvp can knock out a vet rank in 3 days, with as close to zero effort as possible. With any additional effort that time could be dramatically reduced , and people who want to grind it out that fast can.

The biggest issue I can see in the current system is the out leveling of mobs in your current vet zone through normal questing. Those who follow the natural flow through the game will notice a significant slowing of progress as they get 4-5 vet levels ahead of the current mobs. Maybe having wider range of enemy levels in each zone would solve this issue. Yes I know you can just move on to the next zone with appropriately leveled enemies whenever you want, but not everyone wants to do that.

If I get to be +4 levels ahead of Vet content I'll be happy. That means by the time I'll complete Gold, I should be VR14 and not worrying about grinding the last bit of levels.
