If you leveled once then you have already been through the story, and there really isn't any need to grind through it all over again as you did the first time. You would not be missing anything so it's not like it's breaking any immersion. Right now people are put off creating ALTs because of how long it took to level their main. Boost for ALTs would fix that and keep people playing much longer. At least that just my theory.

Not in any MMOs I play... I dimly remember that sort of cra... uhm... "feature" being in AoC, though I hated the thing there, and would hate it here as well. I near they have an "pay for max level" shi... uhm... I don't see any need for this. Despite all the levelling I still have to do.
If you have a veteran, levelling others gets easier by itself through champion points and handed-down gold & set items. So much easier its a breeze strolling through the regions, quests and such, with only a minimum of effort. I only do the solo stuff, leaving the bosses and dolmens, and still overlevel each map until veteran ranks, then it generally balances at the proper "1 V rank per map" earnings. If they added XP boni to that as well, you'd overlevel the maps so hard you'd get no XP for half your questing. Now i realize that the grinders wouldn't care, and just port to a friend to gain access to zones they shouldn't be able to visit to grind... but... well, if I typed what I think of that kind of behavoir, the mods would delete my post I wager...
Basically I think if you don't have the will to take an alt through the levels, you shouldn't get to enjoy the levelled alt. If you want an decent alt, spend the time working on it. Effect through effort.
If you get a speed level XP bonus, or a "instant max level" button, people will use that, race through the game, then complain for lack of content and leave.
