Why don't people who want pledges gather outside of the dungeons while using zone chat?
My experience is people are using zone chat in many zones vs just going to the dungeon and wait outside and use zone chat. That to me seems like a better way to get a group
Ideas/Reasons why that isn't happening?

My experience with the group finder:Select dungeon, search for group.
Twenty minutes later, "You joined the group."
Two members offline. Third leaves group. No chat.
Leave group, enter queue for dungeon again.
Thirty five minutes later, "You joined the group."
Only one other person in group. "Hi." "Hello."
Twenty minutes later, "xXxLegggolaasxXx joined the group." "hello" "hey" "hey".
Ten minutes later, "xXxLegggolaasxXx left the group."
"Firstguy left the group."
Re-enter queue for dungeon.
Five minutes later, "ESO has quit unexpectedly. Please submit crash report."
Submit report, restart ESO, enter queue for dungeon again.
Forty minutes later, "You joined the group." "hello" "hello" "hello" "hey"
Enter dungeon. "Wait a second. This isn't the one I queued up for."
Throw hands in air, say "screw it. At least I'm in a group now, even if it's not for what I wanted."
Enter first boss fight, one DPS crashes, tank hasn't got a clue what he's doing, group wipes.
Healer says "OMG you guys suck. We don't have enough DPS to do this." Rage quit.
Group disbands.
Throw monitor out window.
Go watch Star Trek reruns.
And that is why I don't use the group finder.
