It's pretty clear, to me at least. It says "While casting or channeling". If a spell is instantly cast, you are done with it immediately, so you wouldn't naturally expect to have a damage decrease afterwards, right? Channeling or casting would mean something that has a timer to initiate or complete.
I mainly wanted this to work while I cast my shields. Even though the cast time on Hardened Ward says instant, the animation makes it not be instant sometimes and it gets interrupted. If it was truly instant, it would never get interrupted. That is when I want the 25% mitigation from the 5 piece bonus to kick in. Does that make sense?
