A business is comprised of several teams that do different things.
You have a graphics developer
You have a coding developer
You have a lore developer
You have a skill developer
You have a PvP developer
You have a console coding developer
etc etc etc
Notice the bold
Just because they are releasing something on consoles, doesn't mean they cannot do anything else before the console get released.
The graphics are already done.... What is he going to do? Sit back with his feet up and look at facebook all day "due to waiting on console"
He aint going to reimage everything, all he do is copy and paste the code over to the console.

I like to think of the developers as servers.
We have new items and cosmetics for players to play with.... But the other stuff isn't ready.
You know how it is... Have to give everything at the same time regardless if 2 of the 4 meals are ready and waiting. Bad etiquette to serve 2 of 4 people meal at same time too and to eat in front of others when they don't have there meal ready at a restaurant.
So yall just have to wait until they ready to serve you all, all your meals at once.

Right now I guarantee the QA/testing folks are up to their eyeballs on testing the work of the console coding folks (and have been for some time). So the only things that are being released in the Crown Store right now are things that won't pull them away from that. So we're getting cosmetic stuff, because that doesn't require the kind of testing that the rest would.

I dont see how crap like whats in the store now is going to make them more money than the sub fees did. It doesnt feel like enough, and not because Im a "gimmie gimmie' person because I dont care for the stuff anyhow. Just dont understand how they are making money with just a few items every month. Im tellin ya, they would make TONS of $$$ if they would just put stuff like character slots, barber shop, name changes ect. in the store.
Side note, I dont want them to put barber shop in the store but we all know its gonna be that way, nothing from ZOS is gonna be free anymore.
There are very few AAA titles that went to F2P, did not monetize with P2W (changing the game into a "let's cash in as much as possible before the game dies) and are actually earning enough revenue to keep delivering new updates.
They have some factors in common and ESO has none of that:
1) Rich shop, with very nice looking gear, lots and lots of mounts (vehicles in SWTOR), with varying degree of rarity so the "whales" (compulsive buyers with lots of money) can grab all those rare things that cost 10 times as much as the others.
2) True functionalities: respecs, bank slots, reskins, unlocking content that would be limited through the week...
3) Those items are Bind on Equip and can thus be traded. Very important along with the next step.
4) Tightly controlled shop currency that can be traded between players and / or ability to convert in game gold to shop currency and vice versa. This feature along with 3 allow a very known phenomenon, where people with large real life cash tend to run out of in game gold and so they keep purchasing rare mounts / gear / vehicles with real money and then put them on the guild stores.
So, the many players with lots of time on their hands but no real life money can grind lots of gold and then use that to purchase the mounts. This feeds a mechanism that allows "whales" to spend even more real cash on rarities, with the premise they'll make a lot of game gold with that.
Take away these factors and the F2P model suddenly loses a lot of potential and the game goes to a path of slow decline, at the end of which the developers implement P2W stuff to buy some more time before all is over.

Don't you get it? Consumers are not smart. They like to think they are getting something for "free" (F2P) or at a "discount" (B2P) even if in reality they are getting fleeced with micro-transactions on the back end. Instead of paying a nominal amount each month and just getting everything people like the illusion they are getting a "good deal". Sort of like when companies raise the prices and then "have a sale" or offer a "coupon". People are just gullible and/or willfully ignorant. The reality is nothing is free and you get what you pay for. You may not pay in the way you expect or even the amount you expect but you will pay. The same people who didn't want to pay a sub will now gleefully pay a la carte for a bunch of crap that adds up to more than the sub cost anyway. Brilliant.

They may have some artists/modellers in house, and if they're not working on Project X, they'll work on Project Y. Here's some items that I would pay crowns for:
1) Changing the race of my character with all current skill points un-allocated. Common skill attributes between the characters would remain the same.
2) Changing the class of my character with all current skill points un-allocated. Common skill attributes between the characters would remain the same.
2) Increasing the capacity of my bank account.
3) Increasing the capacity of that character's carry capacity.
4) Increase the limit on the individual items I can store in the bank from 200 each to something higher.
5) Increase one of more Maximum attributes of my mount.
6) One time change to another alliance.
None of these would be P2W IMO.
