ZOS is providing guild and group chat and prox chat in-game so the party chat is a non-game function both on PS4 and Xbox One. Xbox One provides snap and unsnap so it seems like Sony would have a similar function if it's an issue.
TESO being the only game on Ps4 with this issue?????
-I know at least Destiny, Diablo 3, Dragon Age, BF4, COD games have party chat

I think that's what you're saying....that's a ps4 limitation that Sony needs to address cause that applies to all PS4 games

https://youtu.be/vMRSRyYZtukThe Xbox One, in Neverwinter, is easy to toggle between "party" chat and "game" chat. You can snap the Party window to the right side of the screen without leaving the game, and do what ever you need to, then unsnap it, and be right back to full screen.
Most of the other games I have played on the 360/One have all worked where Party chat overrides game chat. Seems that it works as expected to me.
