I think I know exactly what you're referring to for a 3rd party source and it is excellent. I got a copy this weekend for my wife for $9. Paid an extra dollar to ensure I had insurance if the code didn't work. It did.

I would like to buy a friend ESO for pc as a surprise gift. Until the physical version comes out June 8, I can't think of a way. I don't know if he has steam. I want it to be a surprise. Everything I think of for the digital edition requires registering for him, which requires being able to get his "confirm" email, or to put my own or a new email address in.
Any ideas? Or wait a month?
