ESO Character Transfer Question
If I have bought the character transfer for PS4 when will my characters be available for transfer? In other words can I continue to develop my characters until the PS4 release and then they transfer or are my characters saved immediately after I bought the transfer and no further progress is registered? I've been browsing and can't seem to find the answer to my question.
