This is if you already have the explorers pack on your PC account. I don't THINK purchasing the transfer will give you the explorers pack on console if you do not already own I though.

Yeah I already own the Explorers pack on PC. Back before the crown store existed like around June 2014 I think. I went out and bought a retail version of ESO which included a code for the Explorers Pack, even though I already owned the Imperial Edition I spent $59.99 for that pack, and I just want to ensure I won't have to do something similar to have that pack on my Xbox One account. So all together I spent $139.98, $59.99 for the retail version to get the pack & $79.99 to get the Imperial Edition. That is a lot of money so I hope you're right and it does copy.

If I want to have a console account and a PC/Mac account, will I need two separate ESO Plus memberships?

Yes, players will need separate ESO Plus memberships for PC/Mac and console if they wish to enjoy the benefits of membership on each account.
