So... no enforcer system? This is the defining feature for myself and my friends, and any whisper of when we could expect to see it would be incredibly helpful.
If it's not coming, it would be great if you could tell us so we can stop playing the waiting game.

They probably don't yet know. If they were holding fire on it to see how the first phase of the Justice System settled down they are probably going to want to do the same assessment in relation to the console crowd before they commit one way or the other.
Plus, they probably realise by now that they're between a rock and a hard place on this. If they don't implement Enforcers they'll upset a lot of the PvPers, while if they do implement it they'll upset a lot of the PvEers. They'll also know that it poses significant performance issues and they won't want any more of those.

It's been a year since launch, ZOS. Where is ____________?
..Imperial City?
..the 4-6 week content updates?
..the spellcrafting system?
..The Thieves Guild?
..The Dark Brotherhood?
..the fixes for Cyrodiil?
..the guild bank fixes?
etc..
I hope it never comes, at least not as part of the open world Justice System. Keep PvP in Cyrodil, and keep PvE penalties for PvE crimes in PvE areas.

As to the camping of entrances to the underground, a safe zone would most likely be implemented where player enforcers cannot actively fight another player upon approach.

Right now they are so busy getting console launch ready, expect to feel a little neglected for the next few months. i do hope they let us know that this is still going to happen though. the next road ahead maybe.

I'm not asking for it to be rushed, but simply for someone to tell us whether or not we can still expect it. As a previous poster has pointed out, Matt Firor has stated it may not even come at all.
I would like to know whether or not to continue investing time in the game. If the system won't be coming, I can stop looking forward to it, and focus on other things.
I don't think that's really unreasonable, though I guess there are people in this thread vehemently angry enough that the system might come to be that they think it is unreasonable.
