as for the answer, Cyrodiil has MANY different instances you can join when you first enter it (after that you are stuck in that particular instance), and so it kind of depends on what instance you are talking about.

With the returning players DC seems to be on the upswing a bit, EP is generally at 3 bars and poplocked on most campaigns and AD...kinda meh but I think similar to DC right now.

To be honest no one can give you solid numbers, has the lock symbol means jacked, like take how chillrend is often pop lock for dc, but you will only at prime time tend to get a wait to get in like 3-12 ticks tops most night, had to wait once 3 ticks at friday prime time last night.

They need to change up the system from bars till auctally numbers in the server for each side
But for pve everything seems decent. some alliancess have worse zone chats then others, ep has the worse in lowbie zones but that is to be expected most people
No faction is completely dead, especially in low level areas, however there are certain towns/provinces that have almost no one in them because, quite frankly, they don't have much to offer one the questing is done.
