I haven't seen actual test numbers for bow but for staffs nirnhorn is now correctly parsing higher than sharpened for weapons. Assuming that physical penetration is working the same (a HUGE assumption in this buggy game) nirn should be better. But before I dropped 15-20k I would find someone with nirn bow already to help you test it (unless the money is no object)
