Suggestion: Stealth killing/feeding

Can you make it possible to kill a citizen, or feed of a citizen(vampire), without getting bounty? Just like you don't get bounty when you steal something if no one sees it.
I'm not saying You shouldn't get bounty for killing someone in the open, but if you break in into someones house, where the citizen is alone. No one sees it, no one knows.

    You do not get a bounty if nobody sees you 'kill' the person, you are getting a bounty for assault since you didn't instantly kill the person.

    Which still doesn't make sense, unless they have cell phones in ESO, since they can't exactly alert the guard when they're alone inside their homes--yes, you assaulted them, but followed it by killing them, so who was there to tell someone that you did either?

    Admittedly, it could possibly be that they "yelled" and someone outside heard them yelling, but then...how does anybody know it was you in particular? They could have been attacked by a daedra...or a cat...or...something.

    You can 1 shot the person now and not get a bounty.

    I just killed four NPC's in a row with no one around to see me, I got around 250 gold bounty each time.

    This system is obviously not working :)

    edit: all kills were one-hit or two-hit as in stun > dead.

    Well it's fairly condemning if you emerge from a house where someone just screamed bloody murder.
    The same rule applies in outside locations as well. Someone sees you fleeing the scene.
    It wouldn't make sense out in the wilderness, though, and I would presume it would be no different, it's just how the game is.

    But you get a bounty before you leave the house, or even if no one sees you exiting the house. There is no sense to it, honestly. I get that it's the game mechanic, I just don't agree with it. :P

    IMO Zo$ threw this in the game to say they 'ADDED' content without actually fleshing it out as that would have detracted too much man power from the cherished Console project.

    it's just how the game is.
    ^^Makes the most sense out of anything said here. We could sit and play what if and why all day but at the end of the day it is what it is. I don't particularly like the fact that you can't just murder everyone on the scene and drop the bounty like you can in the 1st player games but it is...what it is.

    Stendarr - God of Mercy and Justice. Any crime is reported to the Guards who put a bounty on your head.

    So if a NPC is by themselves in the middle of no where with no one around, if they yell out as you murder them (not one shotted) there cry for help to Stendarr is report to the guards and you get a bounty.

    Also CORPSES can report you. Just like you can 'see' still when dead, so can the NPC's. So if you murder an NPC (even if you one shot it) but its next to another CORPSE that you murdered before, the CORPSE will report you.

    Its not an idea system, but we have to deal with it. All murders (unless one shotted with no one around) will give you a bounty.

    We just have to deal with Stendarr - God of Mercy and Justice not allowing us to get away with murder.

    i still think you shouldnt get a bounty for assualt unless you leave combat with the assualted
