Vampire Health regen

I logged on briefly before work today and did a quick run out in Cyrodill and got into a fight when I noticed my health wasn't regenerating at all. Checking my character sheet my health regen is now sitting on 16 which is a lot lower than it was pre patch. Is the vampire passive which reduces the impact of higher stages of vampirism bugged?

xarguideb17_ESO✭✭✭Seems bugged even now. I put 1 skillpoint to vampire health regen passive and improvement on regen was 0 even though i'm level 4 vamp stage.0
