Will the Console versions have their own sub forum?

Since the game is slightly different, and it is customary to group threads as such....

I think ZOS commented on another topic that it will have its own guild recruiting and troubleshooting but no other so console owners will use general unless it falls into those other two.

There will also be a beta forum at some point which may be blocked by all except those in beta.
Not sure how that works but we will see in a few hours

I would expect it to work the same way as the Psijic Order forum works.
