How about a 12 man White-Gold tower dungeon with a huge boss battle with Molag Bal at the end of it? A long dungeon.

Imperial City is, after all, his last stronghold in the Planemeld attempt. He would fight for it.

    White-Gold Tower as a dungeon is planned already. I don't think a boss battle with Molag Bal would work considering the Main Quest.

    Not White-Gold Tower but Imperial Prison and there is quite a difference...

    Both are planned; Imperial Prison is expected to be in with the release of Imperial City, while White-Gold Tower is expected later.

    Imperial City was finished or near finished since release. They are just waiting for proper time to cash it in as DLC

    Dominoid's Datamined Imperial City Achievements. I may be mistaken about it being expected after the rest of Imperial City, but it definitely seems to exist.

    Molag Bal hasn't really given off the impression of someone who would actually fight for himself, in my opinion; especially if he already lost the war.
