First and foremost I made a video of what is happening to me because of how bizarre it is:

Problems/symptoms:
My ping seems to be between 60 and 120, definitely not high enough for behavior like this. ( http://i.imgur.com/61HDQJ7.png?1 speed test, my internet is fine. )
None of my skill animations show up.
Most mob animations don't show up.
There is no glow around skyshards.
Mobs stand still after I kill them but seem alive.
Mob health only drops when i do light/heavy attacks, which is the only thing that shows their animations - mob health doesn't change when i use skills.
If they fall down when i block and heavy attack they stay down, like they would if my ping were high
When I use something movement based like teleport strike i just get rooted in place and the mob takes damage.
The worst part is my health doesn't drop, I never know what my health is
What I have tried:
Lowering settings to the lowest (

Repairing the game
Uninstalling and re-installing the game
Restarting my computer several times
Updating my video drivers
