Oh, I am fully aware of that fact. I have been blasting ZOS since the January cash shop announcement because it was patently obvious real content would be shelved in favor of garbage pushed to the cash shop to swindle the whales. The cash shop is undoubtedly a major reason why real content like the Imperial City was not included in Update 6.
I have not made a single purchase in the cash shop and I hope others are performing a similar boycott. If people stop buying this fluff, then maybe ZOS will finally wisen up and start working on things we actually want from them.

I think you missed the sarcasm.
They have stated multiple times that 1.6 was the last major upgrade until sometime after the console versions are released. I do not expect anything content wise until at least September 2015 and that is being very optimistic. :'(

As someone who's been paying a sub for a year (recently cancelled) I can tell you that if they didn't use revenue from subs to develop new content, they sure as heck aren't going to use revenue from the cash shop to develop new content.
Most likely what they will do is use revenue from the cash shop to develop new cash shop stuff.

Imperial City is already being prepped for release. A bunch of stuff, not noted in the patch notes (such as sewer entrances around the lake) have been added to the game. Orsinium will soon follow as the first Paid DLC.
