Keybinds not saving

My keybinds are not saving on my various characters. I can set a keybind and then check later and the bind won't have saved. This always happens if I log out, but also happens even if I stay logged in. For example, I will set a new keybind and play for 10 minutes (without logging out) and the bind will have been forgotten by the game.
I have been able to make keybinds previously, but no new ones for around 4 weeks now. I feel like the main character in Memento - I have old memories but am unable to make new ones!

I've made sure I'm running both the launcher and game as admin. I've even reinstalled the game, to no avail.

Any help would be very much appreciated.

This is weird, I run custom keybinds and they always stick. Of course I have to manually apply the keybinds to all my characters.

So, I do have to ask, are you creating the keybind on one character then going to another one? Keybinds are not Global.

Then, I have to ask, do you have any addons that are doing anything with Keybinds? Have you updated those?

I am using the binder addon, yes. It's the only way I can save keybinds at all. I am aware that keybinds are character specific. I use Minion to keep all my addons up to date.

I'm still having this problem, despite switching off all addons and deleting my user setting folder completely. I'm afraid that support have not responded to my emails. I would very much appreciate some support, ZOS.
