DW Skill Blood Craze Not Healing (Twin Slashes Morph)

The Dual Wield Skill Blood Craze (Twin Slashes Morph) does not seem to be proccing the heal.
The tool tip says it does a heal every 2 seconds for the duration (much like Rally) but I've yet to see it proc a heal. Tested on about 20 mobs last night.
Anyone else having this problem?

I'm not getting the initial proc either. Combat logger is showing no heals from Blood Craze at all.
I've tested at skill rank I and II. Wondering if this is one of those issues where certain ranks of the skill are messed up.0
