3 Skill Bars?

I have read about people having 3 skills bars. I am only aware of two. One for each weapon unless you are werewolf. Anyway can you have 3 skills bars or not?

It's not toggle-able. And as others have said, you can't put weapon skills on it. So while you are using overload, you have this this separate bar to allow you to cast spells while using the Overload light and Heavy attacks. But the bar is locked while using Overload (can't toggle).0
