Error 1032-OSError_Locked

So this is the second week in a row your patch has made me unable to play the game. Its telling me one or more files are in use by another process. Which is not true. I'm looking at the task manager right now, and the only thing up is the launcher. Please help a frustrated day one subscriber fix YOUR game

Tried repairing. It still locks. This is the only process running

Trying all the suggestions I see here. The moment it gets to patching I get that obnoxious error. Again, the only process running is the launcher. There is nothing in the task manager. Cannot get into the game. Please help now.
