As the title states, can we? It was revealed recently that there will be no keyboard chat at all in the console versions, but voice chat will be included. Can those of us with no headset hear others talking through our TV's, at least? Or are we going to be completely messed out of any sort of social things entirely?
Buy a headset or use the one that came with your console. You have ample time to plan.

I sold the included original controller and headset when I got my XB1 to get enough money to buy a cheapie third-party controller + extra game (Dragon Age: Inquisition), so now I only have a third party non-headset compatible controller. That's now a minimum $85 extra expense for a compatible controller ($60) + cheapest XB1 headset ($25), then $60 for the game itself for a total of $145 just so I can actually talk/hear others in ESO, which I don't even want to do in the first place considering how thick my accent is. Keyboard/text chat would easily solve that issue.
Doesn't matter though, because I can't do it. Literally don't have the money. I've already had to adjust my budget to be able to afford the $60 for the game alone.
I just need someone from ZoS to cofirm it's at least possible to hear others without a headset through the TV.

He'd rank ESO:TU (in it's current state) a 4.8 out of 5, loving the game almost entirely.

ZOS cannot overide Xbox's Party/Game chat system. Those are native designs relevant with ALL xbox games, because they are independent of each game. As such, YES, you can hear game chat, voice chat and party chat through your microphones. These features are found under your settings function by hitting the select button on the home screen.
Xbox One's microphone options include headsets connected through the controller, or the Kinect device itself if you have one. Regretfully, unlike Playstation, there is no bluetooth headset option like there was with the Xbox 360.
For playing game and voice sounds, you can choose to play them through the TV, surround sound, or through the headset only. When I talk using the kinect or when my friends from out of town are talking with my wife and daughter, I turn on the stereo options so that the family can hear them.
In short, it will work, it does work, and I know for a fact that it works. At least on Xbox One. It's one of the simple strengths of the Xbox platform in general, the always on voice capabilities.

More info will come after BETa but if anyone is planning on playing on console, in order to communicate, for this game so far you will need to use a headset and mic.
If you don't like that style, it may be best to stay on PC

Imagine you just fight the spider queen and a boy comes across and spams "hey, I have a YT channel with builds, go check it out at: I am leet and you beef" Or they insult you for picking a flower or wiping a dungeon group...

I gotta agree at this point, the public beta thing hasn't even started yet. Once the beta comes round (and if I'm in it), I'll try it out myself and see what's available and if anything they added works as a substitute for keyboard chatting. If it is as hampering on my enjoyment as I think it will be, I'm sure me and many other players will post how it's unacceptable for excluding keyboard chat.
But until that point, there is no reason to discuss the keyboards on consoles yet. Still, incase there's no doable substitute, I'd at least like to know I'll be able to hear others, which is what this topic is for.
