Maybe for some countries/continents/unions, but fx in parts of Western Europe they already have different "national" lotteries that include several countries...
But do those national lotteries include contests originating in the US?
The rules regulating what happens within the EU may be totally different from those that deal with stuff that spans other continents. The people to ask would be ZOS legal team though

No they don't span to the US, but why would they only pick certain countries from Europe?
I agree with what most people have written so far, that when it comes to prizes, it may be a legal issue.
BUT, that doesn't explain why they are choosing to focus so much on the NA server and not the EU. Like all the RP events only being held on the NA server.
As well, the RP events and what not that you see are player held events... so it's a matter of EU players either not putting together events.. OR just not letting ZOS know about them.

Some may think this is just a "whine" post, but I am genuinely annoyed, and slightly confused, about this
The Welcome Back event that ZOS is throwing is great, don't get me wrong. I think it's a great idea to invite beta players back to try the game, and see if they'll want to purchase it now - I mean, who wouldn't want to try an otherwise B2P game for free!
BUT, and here's my source of annoyance:
ZOS have advertised a bunch about challenges/events and prizes - but not every ESO player is eligible!
I read the Terms and Conditions out of curiosity, and found that it is pretty much just USA and a handful of countries in Europe. I'm from Europe, but my country isn't listed! I live in Denmark and we're not eligible, but our neighbors to the south (Germany) are!
I can only imagine how those players feel who live in other parts of the world and don't even have any country eligible
I understand that the physical prizes (plushies and figurines) may have limitations when it comes to shipping, but what about the digital prizes like vanity pets and such?? It just seems odd... Even he RP events are limited to the NA serverI don't really care about the prizes, but I would like the option of joining in the festivities...
Anyway, I just hope that next time ZOS decide to hold an event, they'll include all of us.

@NovaMarx You may want to edit your original post as many people won't read through all the replies.. best to let them know it's figured out and Denmark IS eligible
[EDIT] You may also want to mention it appears the rules are eligibility criteria are different for the giveaways/sweepstakes vs. the orienteering challenges. As well, that you've since figured out ZOS isn't forgetting EU - but maybe help rally up some EU players to plan some events
