EDIT: I have chosen to edit the discussion, due to getting a satisfying answer (by ZOS in another thread).
Sorry guys, new info:
The random giveaways are country specific, as I originally thought. The countries are United States, Canada, United Kingdom, Spain, Germany, France, Belgium, Switzerland, Austria, the Netherlands, Australia and New Zealand.
However, North America and ALL European Union countries are eligible for the orienteering challenge prizes. (I don't know about other parts of the world though...) You must, however, be 18+ and be a legal citizen (with identification, if need be), due to legal reasons.

So you may be eligible for one prize, but not the other. If you're in doubt, check the links below or see if ZOS have answered any other threads/posts concerning the matter.

RP events are held by players, and therefore it is due to the lack of entries by EU players that the events only seem to be taking place on the NA server.

    My completely uneducated guess is that is has to due with differences in laws that govern contests and sweepstakes in the various countries

    Maybe for some countries/continents/unions, but fx in parts of Western Europe they already have different "national" lotteries that include several countries...

    The rules regulating what happens within the EU may be totally different from those that deal with stuff that spans other continents. The people to ask would be ZOS legal team though

    No they don't span to the US, but why would they only pick certain countries from Europe?

    I agree with what most people have written so far, that when it comes to prizes, it may be a legal issue.

    BUT, that doesn't explain why they are choosing to focus so much on the NA server and not the EU. Like all the RP events only being held on the NA server.

    As well, the RP events and what not that you see are player held events... so it's a matter of EU players either not putting together events.. OR just not letting ZOS know about them.

    Well again my guess is that the German laws that concern their citizens entering contests based in the US are different than Danish laws that determine the same thing for citizens of Denmark. I'm not saying this with certainty, I know next to nothing about international law but it seems a likely reason to me.

Even he RP events are limited to the NA server :confused: I don't really care about the prizes, but I would like the option of joining in the festivities...

    Anyway, I just hope that next time ZOS decide to hold an event, they'll include all of us.

    I have just updated the info above: it seems that only some European countries are eligible for the random giveaway (Italy doesn't seem to be mentioned, sry), but all European countries seem to eligible for the orienteering prizes (of course only if you participate)..
