POSSIBLE BUG: Cyro dolmen drop loot list wonky?

This has been a complaint I've seen in chat for some time:
With the loot tables as they currently are, some of the rarer sets (lich, savior, draugr heritage, etc.) that only drop from rare dolmen bosses cap out at v10, but ONLY if you manage to grab them from dolmen bosses/chests in the v10 areas.
A while back, ZOS scaled everything in Cyrodiil to v12; meaning most of the drops I get in Cyro are all v12 stuff, with some exceptions that are scaled to v14. But for some reason, if you kill a rare dolmen boss in Cyro and manage to snag one of the rare set drops, it's...level 50. Not even Vet.
How is it that drops in an area scaled to v12 are scaled lower than drops I can get from an area scaled to v10? Were the rare dolmen sets purposefully overlooked when the loot tables from Cyro got scaled to v12, or was this an accidental oversight?
Numerous players have told me that perhaps those sets don't HAVE a v12/v14 version, and that's possible, or it's possible that they were just forgot to be put in; but at any rate, they DO have v10 versions, so can we at the very least have the loot tables adjusted for the cyro dolmens so that the rare dolmen sets drop at v10 levels, same as the v10 areas?
