Possible Bug? Bastion

I submitted a bug ticket on this but wanted to post the images here so we all can take a look at this.

As you can see the math isn't adding up with the description. Also maxed blazing shield only gives you 27% of max health to shield when you start placing pts into bastion you gain higher %. However, it seems to stop no matter how many pts you place in it after a certain point. I'm not sure if this is broke or bugged but I think some clarification on this would help. I also did the reverse math on this and the shield strength stills comes up around 1k short on the damage absorbing effects. Can we get QA to tear into this issue and possible fix it or at least answer if it is working correctly?

    Are you taking into account the -15% on all shields while in Cyrodiil or was this out of Cyrodiil?

    I hate to say it man, but until they remove the -15% to shields in Cyrodiil and make ALL shields scale off health, sun shield will forever be trash.

    No these stats were imaged out of cryodill and tested out of cryodill. The fact that bastion improved blazing shield max health value from 27% to 33% when the first 10 pts weren't spent means that the effect of the shield is based on health and bastion was properly increasing the effect of the shield. Then after you reach 33% it stops working entirely. I think its bugged, that's why I have posted here and submitted the report.

    Shield strength should be equal to 38.9% of max health instead of the locked 33% of max health.

    health outside of Cryodill is 23k which should be 8947 point damage shield. roughly. But its only creating a 7k shield. Tested outside of cryodill in the middle of nothing no NPC's around.

    Do you have structured entropy slotted? It increased max health.

    Do you mean like a CP limiter was set at 10 pts instead of 100 ?

    I don't know but I would say something is not right with it.

    The base for applying bastion is shield value, not player health.
    if skill gives shield for 25% HP and bastion has 25% bonus, it does not mean shield will be 50%HP it means shield will be
    31.25% HP
