Hoping that it will be both; as in, you are restricted based on what you own, and you must have the Imperial Edition to become Imperial, and you must have Any Race Any Alliance to swap to a race that is not of your alliance. (It would also be beneficial to ZOS to keep this restriction, as they may get some more income from sales of Imperial Upgrades and Adventurer Packs.)I would assume that at the very least you'd have to have the Imperial edition to swap to an Imperial, which will restrict it a bit.
I also wonder how this would work for people who don't have the Explorer's/Adventure's Pack and therefore don't have the 'any race in any alliance' unlock. Will they be restricted to just the races in their alliance, or will this be like a one-time version of ARAA?
Takin' one for the team. Heard a guy ranting on ts about how useless the passives are, must be kind of tough. Maybe I should make an alt and give it a spin. Yeahhh Yeah good for you, but it's pretty common knowledge the majority are now running imperial.

I'm a pure MMORPG player that focuses on PvP, I'd play a log if the racials were better.

I think it depends on what the character is for. At least that's how I do it.
I have 2 characters primarily for solo PvE (and 2 more planned, maybe 3) where I use whatever I want to use. One is a khajiit templar, one argonian nightblade, one will be an imperial dragonknight and I'm thinking about a sorcerer or bosmer, maybe both, maybe two separate characters. Point is since I mainly play them solo I feel like I can do whatever I want because it won't affect anyone else.
Then I have another templar who I haven't actually started levelling yet who I plan to use for group PvE and occasional PvP. The reason I haven't started levelling her yet is I want to make sure I give her a good group build. I'm planning to make her a healer but haven't worked out the specifics yet. That one I'm more willing to make sacrifices for making sure she has a good build because I want to feel I'm actually contributing to my group. Even then I'm not planning to do speed runs or top the leader boards or anything like that.
