I put my NB into Stamina prior to 1.6 with the initial Stamina buffs that came out. After 1.6 I had to make a few changes, most of them this weekend in fact, to get the character back to being fun again to play. But my NB now only uses magic for utility skills like Cloak, Shades and Aspect of Fear since those don't scale, and I don't need to cast them that often in a battle. So, it's a different way of looking at the class than before, but it's still fun to play.
I had to go all in on Stamina though (actually it is 40 Stamina, 20 Health) to get the killing power that I had before. Also, the changes to Mark Target make this a must have on my bar now.

To be fair, lotus fan is 'ok' on an AOE Dot bar where you don't want the group to scatter and you can take advantage of the snare e.g. path of darkness/wall of elements/elemental ring/meteor.
It could have a spot in a skirmish PBAOE nuker bar. Hot and shield up, teleport in, drop your nukes (sap essence/pulsar/soul tether/mass hysteria) then dodge-roll/invis out.
It also unlocks all the assassin passives for an AOE bar (Executioner, Pressure Points, Hemorrhage), though this is a fairly niche use, and it really should have a wider radius to be something that you couldn't easily just do without.

Whats wrong with having both options to scale off stamina? Why can skills scale off primary attribute? For example, I feel Strife and Sap Essence should scale off of Stamina if you choose a Stamina build, and the same for having Ambush scale off Magicka if that is the main attribute. This way we choose the armor type we can and play style without losing skills we want to use.

There's nothing wrong with the choice. My comment was directed at those claiming it was better pre-1.6. You had no choice then either, but if you wanted to go stamina you were still locked into magicka for your class skills.
