Whats the easiest/most economic way to level low professions when VR?
There is no easy, quick, AND economic way to level enchanting. Decon glyphs you find, Decon glyphs you buy (from other players, not the vendors), and do the daily Enchanting Writs. That's it. It will take at least one of time, effort, or gold.
Since provisioning materials are no longer level or faction specific, you can farm materials for it in nearly any zone. However, certain areas are prone to have more of certain materials and less of others, so it's best to farm a little here and a little there rather than hogging one spot. My advice would be to take part in some thievery in a few major cities, stealing as many groceries as you can. In a few hours of this, you'll have more food materials than you're likely to need.
Deconstruction is generally a better bet than making glyphs, as @Vandril, says. I would say that I have never had to buy a glyph for leveling purposes (I did pick up a couple of L1 to decon for essence glyphs I needed). Delves and Public/Group Dungeons are usually pretty good sources of glyphs. I tend to have 5-10 white glyphs after a Delve.
The PVE quest hubs in Cryodiil are also a good place to pick up provisioning mats.
As the previous poster said...there's no easy or quick way to level enchanting.
One good thing about being VR and leveling some crafting skills is you get a lot more for the decon of mob looted glyphs, armors and weapons for deconning VR level gear. Note, you don't get the extra skill inspiration if the character is low level. So, go farm zombies and deadra for glyphs and decon them. Sell the other stuff to pay for the repairs.
I brought my enchnanting all the way up to 50 (you only need it to be 40) from farming the Vile Lab
