Does Lethal Arrow still ignore armor?

I read on the forums ages ago that LA had this little nugget going on. Is it still the case?
I am planning to run Focused Aim, as I hardly ever PvP so the heal debuff is far less useful, but if the above still applies then the armor debuff from FA is kinda redundant.
