Well, you would have to pay salary, insurance and benefits to probably a hefty stable of developers for a number of months, minimum - and if they have to work on anything else, then muiltiply the time it will take by a factor of 6-10.
I thought the sub fee this game launched with was to help improve the game. I guess the PvPers missed the fine print..

And since I play a lot of characters, and each one would likely have some particular item they were emotionally attached to (and frankely in some cases it wouldn't even be something they would use - it might end up in the trinket bag) this could generate money.
