Burglers (NPC named as Burglers) when sneaking into homes

So this is prob well known by those who kill and steal but I turn off attack innocents. I also only break in when required by quests.

Today to my surprise, I ran into a (yellow) NPC also sneaking around who are named burgler

I can't steal from them but I can kill them with no bounty....nice work ZOS

I think that is just one house and its part of a quest line that asks you to rob that house. But they should put that in more houses, maybe even some random spawn guards.

For me it was getting the gears and whirly whirls for the lizard's robot.

This was in Skyrim where you could be in a house stealing, I mean collecting things, and see another NPC in there stealing. It added some life to the game.

On an unrelated note, you know how the higher level zones and nicer towns have a better chance to give up Green, Blue and Purple items for theft? Well, I go into the Queens Residence in Marbruk last night intending to loot a Blue or a Purple and only get some Green Dice. You would think the Aldmeri Queen would have better swag.
