Down right bizarre zone assignements for alchemy writ

I have a low level toon with 9/9 Rune Potency. If he grabs an enchanting writ - he is directed to deliver to "interested parties" in Riften. Makes sense since he can't access Craglorn.
I have a different low level toon with 6/6 Solvent Proficiency. If he grabs an alchemy writ - he is directed to deliver to "the fighter's guild" in Velyn Harbor. What??? Why Velyn Harbor? Why not somewhere in Reaper's March?

What the heck is going on here? Why is max enchanting different from max alchemy?

    Here's why. First off, any character who isn't VR1 or higher will never get a writ to craft something that's higher, than VR1 because all VR2+ writs are turned in in Craglorn. So a non-VR character will only get a writ to be turned in in the last available non-Craglorn location, even if the proficiency/potency is maxed. If a character has completed the quest that sends you to Coldharbour, that character will get VR1 crafting quests even if that character is below VR1, and the turn-in location for those quests is in Coldharbour.

    So here's how Enchanting writs look:
    • Potency level 1: crafted item level 1-15; turned in in 1st alliance zone (Auridon/Glenumbra/Stonefalls)
    • Potency level 2: crafted item level 10-25; turned in in 2nd alliance zone (Grahtwood/Stormhaven/Deshaan)
    • Potency level 3: crafted item level 20-35; turned in in 3rd alliance zone (Greenshade/Rivenspire/Shadowfen)
    • Potency level 4: crafted item level 30-45; turned in in 4th alliance zone (Malabal Tor/Alik'r Desert/Eastmarch)
    • Potency level 5: crafted item level 40-VR3; turned in in 5th alliance zone (Reaper's March/Bangkorai/The Rift OR Coldharbour)
    • Potency level 6: crafted item level VR3-5; turned in in Craglorn
    • Potency level 7: crafted item level VR5-7; turned in in Craglorn
    • Potency level 8: crafted item level VR7-10; turned in in Craglorn
    • Potency level 9: crafted item level VR10-14; turned in in Craglorn

    Now compare that to how Alchemy writs, with fewer levels for an alchemist to invest in, look:
    • Proficiency level 1: crafted item level 3-10; turned in in 1st alliance zone (Auridon/Glenumbra/Stonefalls)
    • Proficiency level 2: crafted item level 20; turned in in 2nd alliance zone (Grahtwood/Stormhaven/Deshaan)

    There are simply fewer ranks to put skill points in before you start crafting VR potions, so you'll never turn in an alchemy writ in the 5th zone of your alliance.

    For the Alchemy writs (and Provisioning, too), they don't count Coldharbour at all?

    The L6 Writs for Woodworking, Clothing and Blacksmithing are all turned in at Coldharbour, as is the L5 Alchemy and Provisioning Writs. I can't speak for the enchanting writs because I'm not high enough to get those writs (enchanting sux).

    My character is a level 39 in the DC faction and is currently questing out of Evermore.

    She has 5/6 in Recipe Improvement and picks up the daily provisioning craft writ in Evermore. Having to do the writ turn in back in Sentinel is a pain but the bigger issues is that the writ is still asking for the prior level recipes and the turn in rewards are still at level 4/6.

    Yeah I currently have 29 in Enchanting and writs go to Coldharbor.

    Whoops, I forgot about Coldharbour. Anything you craft that's VR1 gets turned in in Coldharbour (and you won't have to craft anything VR1 until you've completed the quest that first sends you to Coldharbour), anything that's higher than VR1 goes to Craglorn.

    OMG! I never knew the prov writ skipped the fifth zone. I certainly didn't know the alchemy writ skipped the fifth zone.

    As much as this factoid is a major PITA, I look at the tables given and I really don't see a way around it at this point. The zones pretty much start in the middle of a decade and prov and alch are right on the decades. Ench has a loop hole because the second tier of potency 5 is in the middle of the decade.

    Well, there are many ways to skin a cat, a monkey, a deer, a mudcrab, an alit, a squirrel...

    I will seek out a guildie that is high enough to power through velyn harbor but hasn't done so yet. My low level craft can group up and get the quest completion and thus liberate the city and make it a home base. In the meantime they can easily run the writs out of Marbruk - certainly nothing wrong with the raw mats in that zone nor the possibility of the brand new lvl 30 purple recipes. (I try to run every writ on every toon, that's why I wanted to get to Reaper's March and run all six from there)

    Oh, you're doing the writs on a character who hasn't liberated the city yet! Yeah, I was doing that with my alchemist for a while starting when he was about level 24ish I think. Turning in each writ meant sneaking and fighting my way past mobs that were way higher level than me. When I finally got around to leveling him and doing the zones I made Velyn Harbour his home base because of the provisioning writs, right up until he got to Coldharbour.

    Something must be weird about two of my characters. They are V14 and have 6/6 recipe improvement and 6/6 in solvent procificiency yet 1/2 of the time I'm asked to make lvl 40 food and potions (e.g., Cyrodilic Cornbread, Gods Blind Me, potions using Filtered Water) and to turn in the results to Alik'r Desert. The other 1/2 of the time it's the standard high level stuff and turning it in to Craglorn.
