Bosmer Culture Quest! "Theft is an art"

Greetings!

First of all Id like to say that I love the justice system. It's an essential feature to ESO considering how popular it was on Skyrim (although not entirely the same system). Anyways, as a certain NPC says, theft is an art in Bosmer culture. And quite frankly, I love stealing (In game only!), so I had an EPIPHANY

How about a certain Bosmer thief was located in each Outlaw Refuges, with a (daily?) thief quest, that would grant a successful mission a fair amount of gold? Maybe the equivalent of a purple stolen item? (750g or 850g, I dont remember).

The quest should of course be more challenging than just regular thefting, but beside those ideas, I haven't thought up much yet. Also, lorewise, I dont see the problem of this Bosmer quest giver being in each allience refugees.

SO! I would like to hear what you all think!

    I already know about the right of theft :) I dont understand why you are putting this here? I might just be too tired.
    He's suggesting that in order to be more faithful to the lore of the rite of theft, rather than having a bosmer give you missions to steal certain items, you could be stealing items from the bosmer and returning them to him in exchange for something from him.

    Looking forward to thieves guild quests. Hope they have something like this.
