At this present moment in time I feel they should remove the feature to create characters on Alt alliances (1 Alliance per account) and give people with Alt characters the option to move them to one alliance where they will stay.
Yeah cross faction cheating is and has been a problem for quite some time!
To give another example I was with a group, all in hide at a resource about to defend it from attackers, when a random ally came over and spammed Purge lighting us all up like a Christmas tree. This was pre 1.6 however, but this kind of stuff does exist.
ZOS should never have allowed Alt faction character creation, on the same account. People can argue that they would like to experience AD EP or DC zones but you can with Cadwells Silver + Gold (so that excuse is null and void)!
So as it stands this avenue has been left wide open for cheats and exploiters.

In terms of actual scroll trading where one alliance grabs a scroll and willingly dies/drops it, for another alliance to pick up and deposit, is not an exploit as much as it's campaign politics. Gate jumpers however, as we've discussed on these forums, is an exploit.

But this is just one of the many issues, but if I recall off the top of my head thing they once say spy metholds are valid, sadly. All factions do it, have done it and don't think it will stop any time soon

Spy methods to what degree though? I've asked direct questions on this and the answers were murky at best, like asking a cop "what is accelerating too fast from a traffic device? How fast?" I imagine having an guy on AD sitting there to listen in on chat or let DC or EP their troop movement is allowed as a spy. Having someone sit there hoping around stealth guys for his team to kill I'd classify as harrassment, but I haven't heard that from ZOS directly. The issue with the scroll is another one. Trading the scroll is part of pvp politics, but should that be allowed of just one faction member and the rest of the enemy? That's not politics there, that's just a one sided exploit to me. Still no direct answer from ZOS though...
