One of the skills is level 1 the other is level 4. Are you sure that this isn't only a description difference between the skill levels?

My vr14 was semi-gearless for the SS but i can assure you it has always been physical damage for AD no matter what gear or what spec im running

The skills scale off of weapon damage and spell damage, not magicka or stamina.
If you had higher weapon damage than spell damage in one of those screenshots (which is very easy to do w/ a good weapon), it may have effected the tooltip.

Both characters were spec magicka... Staffs give damage now, so if its boosts my weapon damage it does the same to my spell damage.
And i also believe the skill will scale from only magicka and spell damage seeing as it is class skill. Its one or the other for class skills, not whichever is higher

Yes damage and cost scales from either magicka/spell damage or stamina/weapon damage.
For guild + world skills the tooltip will scale from your highest. You have 4000 weapon damage and 2000 spell damage, your bats will scale from weapon damage. BUT not class skills, they are permanently one or the other, you cannot change it by changing your character's spec. Unstable flame will always scale from stamina and weapon damage, burning embers will always scale from magicka and spell damage.
Regardless of the above point there is no way/mechanic in the game that should change the TYPE of damage a skill does, it should always be the same, not magic for DC + EP then physical for AD

Yeah its reported, but i remember reporting healing debuffs stacking in september.
