Sounds like it's on your end mate, I've never had or heard of such issues before.
I sit at a comfortable 60 fps and < 100 ping in wayrest/daggerfall etc and my computer is decent but far from amazing...
Settings are "high" btw.

ZoS, you can't blame Meteors here. Players aren't even causing much in the way of server-side calculations here (no PvP, no AoE spell calculations at all), they are literally just moving around and talking to NPCs (merchants, pledges, bankers, etc.)

Sounds like you need a better computer. Your FPS has nothing to do with "server side calculations" Stop being ignorant and educate yourself before you go spouting about stuff you have no clue about.

Ping is not "on my end" its Ping.
And FPS is fine in the rest of the game, it just drops when there are lots of players around, which is, again, a game issue.

This can have several issues, most likely however CPU related and not in the power of the Devs sadly.
Your CPU can only process a specific type of "commands" a time and since we use DX 11 we can only use one core for this.
That means any player with low single core performance will suffer, as the CPU is unable to address the necessary "input" from your connected hardware, like the GPU. In theory that means that your 4 or 8 cores are unable to "talk" to your GPUs at the same time, but 1 single core does.
What we get is a 25% from what we have (4 core example). Mantle fixes this, that's why it gave low end CPU´s such a massive boost. Unfortunately ESO does not use Mantle and most likely never will and if it will use DX12? Who knows... The ESO devs would need to rewrite their game code so that it supports multi core "chatting" with your GPU (s) and I honestly don't know how much work this would be, but I imagine its sadly too late for that.
Blizzard did it with DX11 (from9) and this changed the single threaded to a single cored communication and we all know what a massive impact this had to the games performance. That said, it made the game more instable too so there are also downsides.
Running an external soundcard will also help your CPU a bit, so will having a better cooling system with a slight overclock.
If the problem is related to the ESO file structure, then running an SSD could help. This for instance was the case with D3 for 3 years, the necessary game files were cached so poorly that a lot of effects made the game lag. This is fixed in a future patch now, but if this is also the case at ESO, I don't know.
The severs are not the problem here, its the game itself and how your own hardware utilizes the game code. I am sorry to say this, but I doubt ESO can just "hotfix" this. Its a limit in the API that we use, just like many don't have dedicated soundcards or SSDs. You can try to fix it on your end, but it wont help you much unless its really the fault of ESO as I explained with the caching. If its the CPU overhead as I assume, then nothing will fix this except lowering your details so that less information from your GPU must be processed by your CPU.

How can I be so sure? Because if it were on ZO's end, it wouldn't only happen at entirely predictable times for system lag to hit (entering an area with higher population, etc.). Cities aren't separate zones, so if there were server-side issues, they most likely wouldn't be exclusive to cities.

What kind of CPUs are people running who claim they get no FPS or Ping issues?
Two things that could be causing the problems. One all the vanity pets players are using and two the influx of new players when the game went F2P. ZOS's answer to the lag in Cyrodiil was to take out all the deer and bugs that were adding to the server load. So in PvE now the same thing is happening and it's just going to get worse.
