No, it will never happen because that would require adding some new content not big enough to be "sell-able" as DLC.

Maybe if they started selling tabards in the Crown Store, it would be justified. ZOS could crate tabards anyone could wear and part of that add an "Embellishment" slot that could be used for Tabards and could eventually be used for Capes, Cloaks (yes I believe these will someday be added to ESO), Backpacks and Heraldry Banners. Just a thought.
Tabards that could be sold in the Crown Store:- Fighters Guild
- Mages Guild
- The Undaunted
- Daggerfall Covenant
- Ebonheart Pact
- Aldmeri Dominion
- Thieves Guild (eventually)
- The Black Hand (eventually)
What ESO really needs is an Auction Horse.
That's right... Horse.
