Weapon level and damage question.

I am sure this is a dumb question so here it goes. Is lets say a level 10 weapon with 50 damage more powerful than a level 11 weapon with only 40 damage?

    Yes. Ther is even a info tip on one of the loading screens about it. Lower level, but higher quality item is same/better than a lower quality, higher level item.
