Questions about the shortcut bar and slotted abilities

My husband and I were discussing the finer points of the shortcut bar. I know slotted abilities gain experience points. Does this only happen when the shortcut bar is visible on the screen or is it constant? When you have 2 shortcut bars, do the abilities on both bars gain experience or just the active one? I wasn't able to find an answer to this anywhere. Thanks!

From my experience, only the active one gains. Also the case for exp rewarded on quest turn in, so something to be aware of.

I have always understood only when it is visible.

I came to this conclusion when many people said "switch to your 2nd bar (diff weapon) when turning in quests, so they level the 2nd weapon up"

Although, that was a long time ago, it may no longer be true. Best to test it out and see!

Only the active bar gains experience. The more skills from the same branch/weapon are slotted, the faster the skill will level.
A good strategy for leveling skills, especially new skills, is to slot them on one bar and switch to that bar whenever you will gain experience outside combat (unless you can make use of the skill at low levels in combat). So switch to that bar when you turn in quests, complete writs, open chest, pick locks. These all give XP. You can raise a skill to it's highest level using this strategy without ever actually using the skill.

A good add-on is Harven's Improved Skill bar. It lets you create multiple skill bars that you can bind and use when needed, so using the strategy above and this add-on, you can have two active bars for combat, and a key-bound bar used when you complete quests, etc. I do this constantly.

one caveat to what the others said. If you have buffs or debuffs active even if the skill for them in on the second bar they will gain xp from any xp event while they are active even if the bar they are on is not visible.
