Since you doubled the rate the shoulders drop, I think you should also double the rate in which Undaunted helms drop.
BUT...
...make it contingent on actually completing the dungeon.
I hate the current dungeon meta where 95% of the population skips bosses and content. I really do. Nevermind that I PvP and could use the soul gems, or the XP contributes to my champion points, or that I don't have much gold and could use the loot, or that I want to test my build - I *enjoy* playing this game and some of the interesting content that I no longer get to do because people now mindlessly and automatically just skip stuff. This has reached such a ridiculous state that groups will actually sprint through the "Guardian" Boss in Crypt of Hearts (the boss before the bedroom).
It is now pointless to ask people to do this stuff as they are already dropping off the cliff in Elden Hallow, sneaking by Mad Mortine in Spindleclutch, or swimming through the lava in City of Ash. I've received enough terse responses of "why" or just "no" to not even bother anymore. I don't understand why it has to be such a chore to convince the group you are in to actually play the game - it's not like killing these bosses is going out of the way, it's not like we don't get rewarded for it, it's not like these fights take more than 45 seconds, it's not like we don;t enjoy playing the game. But if that is their preferred way, I don't think it should be punished so keep the drops the same for completing the quest.
The change should come in granting a bonus to the drop rate for killing all the bosses (75% increase) and completing all content (25% increase for eliminating all mobs, optional stuff like rescuing the Undaunted members in City of Ash, etc). This I believe is a fair solution that satisfies all parties as it in no way "nerfs' or punishes those players who prefer a minimalist approach and make it easier for us completionists to actually do the interesting content in these dungeons that ZoS has devoted considerable resources in trying to give us fun encounters to play.
