They didn't remove them. It absolutely wasn't intentional of them. A bug prevents the visuals from appearing in game. It's not game breaking, and it hurts absolutely no one. As such, there's no reason to have delayed the patch of highly needed bug fixes.

I worked hard after the update to get my stamina up so my nightmare horse would loose those ugly brown saddle bags and get the metal face mask. It made the horse look wicked as all get out. Now my Nightmare horse looks so plain, except for the awesome flames and smoke effects. I understand this is only a visual issue and we still have all the effects of speed,stamina, and capacity but for the life of me I don't understand why you removed them before you were able to "fix" them????

They're about to make it so that you can choose which display, since many players specifically leveled certain attributes to achieve a desired cosmetic effect.

They were in fact halfway through this process of adding the toggles but hadn't finished it yet which is why you currently see nothing because they put in the half of the code that turns the visuals off without having the part of the code that toggles them on being complete. It was unintentional and they said as much in the patch notes. And yes, I too find the annoying whining about issues that don't affect game play to be what depresses me most about reading these forums.
