    They can its just a 20 minute process . The mount system is just awful since TA launch .

    Yes they can. That's why firehouses have cork-screw stairs.
    What ESO really needs is an Auction Horse.
    That's right... Horse.

    Yea, especially a problem in PVP keeps, you cannot get up in the corner Towers when mounted.

    A few jumps helps though, but it should not be nessesary..
