Well, to be fair, they didn't at first. First Person swimming and resource gathering wasn't originally part of the game. Heck... first person itself wasn't part of the original game design.

I just realized werewolf doesn't have first-person at all. But, I think I can understand why. It would be nice to have werewolf first-person some day.
After horse riding and werewolf first-person, we can play this game entirely in first-person.
I would be fine if only horse riding was added however.

I took @Nuojua's add-on and got it working with werewolf form. Unfortunately, the way ESO works, when you zoom in so close your character model actually goes away. When in Werewolf form and first person you don't see your attacks or anything. If I ever come across a way to fix this, I'll update the add-on.
